In a large-scale emergency the constraint is rarely data. It is that the data arrives in a dozen incompatible shapes — a hazard model from one agency, field reports over radio, road closures in a spreadsheet, imagery from whoever flew last — and someone has to reconcile them into a single picture while the situation moves.
Building that capability during the response is too late. This solution stands the platform up in advance, wired to the feeds you already have and rehearsed against your own scenarios, so that on the day the question is what to do rather than where anything is.

Method
Hazard mapping comes first, because it is the layer everything else is judged against. We work from your existing models where they exist — flood extents, wildfire fuel and terrain, seismic exposure — and build them where they do not, so that the zones on the map are the ones your own planning already recognises rather than a generic overlay.
Live incident data is then joined to those zones as it arrives. Field reports, sensor feeds and closure notices are normalised into a single incident model, so a report phoned in from a crew and a reading from a gauge end up on the same map in the same units. The dashboard is built to be legible under pressure: few colours, large targets, no interaction that requires training to discover.
Connectivity is assumed to fail. The field view degrades to a cached map pack rather than a blank screen, and re-syncs when the link returns. We rehearse the whole thing against your scenarios before handover, because a platform nobody has used before the emergency is a platform nobody will use during it.
